Solve : No lights, No camera, No action!!?

I had some parts lying around, enough to put together a complete system. The power supply I used was one that came free with one of my cases. I know that these PSU's are UNRELIABLE and cheap, so I replaced it with an upgrade. The econo power supply worked FINE when I removed it. I have actually used it in a couple of different builds, just until a suitable replacement was found. The problem is that this last time I installed it, I get nothing. I mean nothing, no lights, no fans, nothing.
I would like to test this unit to see if the PSU is bad or not. I am just not sure how to go about it. I do not have a test unit to put into this build, I could disassemble one of my other computers, but I spend a lot of time trying to get the wiring just the way I want it. I really don't want to go that route. I do have a multimeter although i have no CLUE how to use it.
