Solve : Optical Mouse isn't detected by windows?

I got a new optical mouse but it doesn't work on one computer but it works on another. The mouse lights up even though I get a message "USB not recognized." (Windows has stopped this device because it has reported problems. (Code 43)) That mo0use does not require a specific driver?
The fact that a mouse works in one computer and not another is not a reason to believe the problem can be fixed.

TRY different pots.Wait awhile. Try avian. If the OS does not pick it up after REPEATED TRIAL, consider buying a new mouse. Even if it is an issue with the motherboard, the mouse is a low-cost way to fix the problem.

BTW; is the mouse new? Is it a well-known brand name? Where did you get it? A lost of unbranded stuff is outside of specifications for USB devices.
Pleasae LOOK at this:
Gigabyte mother USB failure.

The above shows that even famous name c components to apparently fail.  The problem could be the motherboard. Or the mouse.

It's new. Got it from Amazon.
