Solve : PC won't start up at all.?

So my computer has been having a problem with it's graphic card. Vista says it has a known issue with the nvidea 7600gs graphics card and there is no fix from nvidea or windows. During games the computer will lock up. I have to power the pc off at the power button to get it to start back up. Well a COUPLE days ago it wouldn't start back up. I had to turn it on and off several times to get it going again. Just last night it happened again and this time it's not turning back on at all. I tried it several times last night and again this morning and it's doing the same thing. When I turn it on the fans start working, the lights on the front and in the dvd drives cycle for a few seconds then stop. It doesn't go to the bios screen or anything. I've put the vista disc in both drives and it tries to read it for a couple more seconds but then stops. I'm HOPING my motherboard hasn't gone out.  I have 5 computers in my house and I'm hoping I can fix this because right now I'm using my WIFE's computer and it's SLOWWWWWWWWW!.  Plus I've not backed up anything on my hard drive.  I'm also the only one in the house running vista so I don't know if I could even hook up my hard drive and take all the stuff off of it onto another computer.  Thanks for the help.   Have you checked your power supply, although if it runs for a specific period of time and stops it could also be a thermal shutdown. Verify ALL fans are spinning, the fan on the CPU, Video Card, case fans, and PSU fan.I may have not worded this correctly.  When the lights on the front go out (disk drives, hdd, etc) the power light stays on and I can hear fans running.  I haven't opened up the pc yet (am sure it needs a cleaning), but I don't THINK it's the psu.  Alright, it's the graphics card.  I opened up the side of the pc and noticed the fan on the card wasn't moving at all.  I had let it run for a couple minutes so I decided to see if I could type in my password and I could hear my startup tone.  SOOO it's just the video not working.  I've got another card here at the house and I'm going to plug it in to see if it works and solves the problem at least until I can get a better card.  Yup...usually a fan
