Help.. Can someone please help my brother-in-law. His COMPUTER will not shut off. No matter  what. The only WAY is to unplug it from the wall. And if you plug it back in it goes right on to windows. Can someone help me so I can help him?? I hate making presumptions, but presuming the OS is XP

control panel/system/advanced/settings >startup and recovery>/system failure/uncheck-automatically restart.  OOOOPPPPS   OS is ME
