Solve : Poor picture quality after downloading?

Hello,

I've recently begun downloading Mini DV tapes to PC (XP o/s) from Sony Handycam DCR - HC19E PAL. Using Sony Picture Package 1.5 to capture the video. However, when playing/editing the video and burning to disc, the picture quality is awful. BLURRED, grainy and distorted.

Could anyone give me a lead in to a possible SOLUTION?
