Is it possible to create a batch file on one computer (my PC) that will tell it to shutdown, but leave (SOMETHING?) on so that a command could be run on my laptop and transmitted to my USB network adapter in the PC to tell it to start up? Your laptop can have a USB NIC, but the PC will need to have a hard-wired NIC that supports the WOL.Wake On LAN
