Solve : power issue?

When i boot up my computer the VDD value is way below what it should be, normally below 1.4, when it should be higher than 1.5. I tried moving around connections, unplugged things to see if that would fix it. Even got a new power supply and still having the issue. It will randomly shut off at times; also it may not even make it to the log in screen and will restart just when it comes up. Everything seems to be working fine besides the power issue. If anyone has any suggestions I would greatly appreciate it.

I have 2 hd's, a cd/dvd DRIVE, cd burner, and a floppy a drive so theres no huge power amounts NEEDED, the power supply i got is 12v 430 watt output.Is your computer shutting off, re-starting or both?
Does it happen in safe mode?just restarting, this all started when my video card's fan MELTED and broke. I figured it was just that and when i REMOVED it and put in a new video card, the power issue came up, it had been a little low for a while with the previous video card but only low by .05 at the most. Now its low by .4. It seems when i run a lot of programs it fails, i've been running only the programs i need since i need my computer for school. I haven't used it in safe mode since i figured it wouldn't make a differance because it was a power ISSSUE.
