Solve : powers supply voltage question?

I am having unusual problems regarding ocassional video card issues ( kicking to desktop during 3D applications) and today my comp rebooted itself. I checked the PS voltage and everything looks normal except for the +12V reads +10.43V. Is that an acceptable varience? I have another PS that reads +11.07. Ive read where ANYTHING over a .25 vareince indicated a bad PS. Is this true?I have an Antec True Power supply & it's book says...

At peak load +12V output regulation +/-10%.

You could be on the EDGE but if I were you I'd check my RAM first.
