Does that machine have onboard video?
If so, hook the monitor up to that and see if the problem PERSISTS.
Tried that?
ATI Tool MAY help, but only if it's a heat problem.
If the fans are working correctly as stated, I doubt this is the case.
Worth a TRY though.
But don't underclock too far or you'll cause problems. The fan is running, was pretty dusty so i CLEANED with dry brush. still no luck. I have no EXPERIENCE with underclocking/overclocking but I will look into it.

Have you tried that?
And underclocking is what dkdeath was suggesting, using ATI Tool.I will try to hook the monitor up to the onboard video when I get home.Nope, no other place to plug the monitor in....Darn itTry dkdeath's suggestion, but be careful.ATI's graphics cards are plagued with this kind of thing.
The Nvidia cards i've tried (TNT2 and GF7600GS) have none of these problems. The ATI cards I've used (rage 128 pro and radeon X300SE both had problems. The X300SE will freeze up, and the rage 128 pro has compatibility issues (not just drivers, either). And from what i can see that left rear tire could use about 3 or 4 more pounds of air.
