This is by design.
You could however hook up the drive as a slave drive in the new machine and retrieve your other important data...Welcome to CH, best forum in the galaxy.
You can get you r data and your settings. But most programs have stuff that GOES into the WINDOWS directory . And they have to be registered in the registry. Therefore you have to install the programs again from the source.

Notice that is does not transfer programs.
