I've got one of those!!  Mine is an Intel Motherboard, SE440BX-2, Pentium III-450.  Maybe a little newer than yours.  There's a jumper in the bottom back CORNER, for BIOS reset.  Instructions are printed on the motherboard.  It has 3-positions, 1-2, 2-3, remove.  If yours is the same, position 2-3 is Recover.  These PARTICULAR mobos are very sensitive to any hardware CHANGE.  I moved the FAN connector from one position to another and it refused to do anything, even enter the BIOS.  F2 enters BIOS.
