Questions:
1.  DSL/cable OR dial-up internet connection?
2.  XP-Home with SP2?
3.  Anti-virus with latest updates?
4.  Software FIREWALL?
5.  Anti-Spyware program?

Could be hardware, could be software.  DEPENDS what you mean by "...it just comes up to the first screen during the boot up process and quits..."  

6. Explain "1st screen", explain "quits".  

Is it "toast"?  Not yet!
