.tk domains are AVAILABLE for free. However, it includes ads on one side.
110mb will give you MySQL, and other features, for a small fee or 50 posts on their forum.
And the restriction is only on boxes 4, 5, 9 and 10.

I recommend reading all of their features, TERMS and conditions before starting hosting with them or any free HOST as well - sometimes features you just assume they have are not available.Zylstra, what do you mean there's no such thing as a free domain name? There are several web hosting sites that offer this. Could you explain? We mustn't forget about html editors such as Notepad++ or Quanta. (depending on the os)

Also a few links to html/css/javascript/etc. reference sites are necessary.

w3.org is very important, since it allows for proper standardization reference and has many tutorials Let's put a few more paid web hosts on the list....
I've used www.lunarpages.com before and they were very good to work with. 24x7 support, php, mysql, cpanel, and ftp; unlimited emails, subdomains, parked domains and mysql databases.
