Solve : Reseting a Belkin WIFI router?

I was GIVEN a router that had been password protected. I see the reset hole and I was told that the router could be reset to the factory setting (no pass word).

Do I use a ball point pen or a paper clip?
Do I press the reset with power on or off?

This the first guestion I have asked of the group.
