Solve : screen has flickering and jumping pixels??? MB or Video Card?

1.	Solve : screen has flickering and jumping pixels??? MB or Video Card?
Answer» The screen has flickering boxes of pixels some are red some are blue, some even follow the mouse cursor around. Whats also weird is that it does it in the bios screen of the MB also? I dont just WANT to go and buy another VIDEO or MB until I can figure it out. Any body have any suggestions?
