Solve : Scrolling PC Screen?

I have an HP Pavilion 8000 series pc. I run Windows XP Professional SP3. My MONITOR now starts to scroll so that the screen is a blur. I NEED to press the on/off button to log out and then I am out of commission for a few HOURS. Any idea what could be the problem? Diagnostic TESTS run COME with with nothing wrong.
