Solve : Sound volume is too high, sound is Over Modulated?

1.	Solve : Sound volume is too high, sound is Over Modulated?
Answer» I have had this Desktop that I BUILD for my self, for about 3 years now, and moved it to windows 7 about a year ago. Last week I turned it on, and all the sounds were just a very loud white noise. I found out thru trial and error, if I turned the sound on applications WAY down, almost off, I COULD hear the sounds ok. So I tried turning down the sound in the control panel. but it is still very over modulated. I am running on-board sound.
