Solve : taskbar problem?

I have a problem. Some how today, my taskbar has MOVED to the top of my screen. I can't get it back to the bottom where it belongs. I've tried unlocking the taskbar and dragging it but it doesn't move. Is it possible that someone has hacked into my computer and can change settings? I'm not sure if I'm losing my mind or if things have really been moved around. If it is possible, how do I fix it and get rid of whoever it is? I've run every scan I can think of and they all come up clean.

It won't move until you move the MOUSE completely to the NEW LOCATION, like bottom of the screen.
Unlock, left click, HOLD, drag all the way, release.
