Solve : tv tuner on new laptop has choppy video?

New (not expensive) ACER Aspire 6530 LAPTOP
Vista sp1
AMD x2-dual core ql-62 2gz
4gb ram
64 bit OS
ati radeon HD 3200

I'm setting up a new laptop with an ati tv wonder 600 usb tv tuner.. all works fine except the video playback is choppy. I have TESTED it on my home pc (XP) and it works just fine. I have UPDATED windows and all the drivers. So now all i can hope is that their is a simple solution that i am overlooking.
