Solve : Uninterruptible Power Supply?

Hello all,  I just solved a few issues with my computer.  Under the LAST thread"monitor shadows".  Thanks to all who contributed!
I have a new question.
If I am having psu issues, is it worth it to just replace the power SUPPLY?  Is it even possible?
I also have power issues at the outlets in my house.  Brown outs, power outages(very brief computer boots right back up),
lightning in the summer
What is a UPS and can one help me?

For one, if your power supply is going bad, you can get a new one and install it. secondly, a UPS WOULD help you, becuase it acts as a "battery" for your desktop, so if the power goes out, the computer is still getting electricity, but for a limited time... The UPS constantly charges itself once plugged into the wall...

I think I am having PSU issues because through a process of elimination I feel it has to be a problem.

I know this because I have frequent power outages.  This causes the system to go off then on(I believe this is hard on the system).  We also get those everything sort of dims for a few moments situations :-/

I don't know?  It will restart when the power goes off then on very quickly.(this happens often-2 or more times a week!).
If the power goes out(for more than 15 sec.) the system stays off.
