A repair installation of the OS might be a solution if its always restarting at EXACTLY the same point in the boot process or operating process. If this hard drive came out of a different computer and your trying to get Windows from a different computer to work on this computer it can also behave like this with a boot loop after a measurable period of time that is consistent.

Other cause for a boot loop would be a damaged hard drive or other hardware failure such as hitting a bad memory address that causes the system to DUMP and restart.
