Solve : White background creates faint horizontal lines?

I am having a problem with what I can only describe as wavy moving lines that run horizontal. This is only noticable on a white back ground and when I view my Lcd from a side or above. I also think this is the reason why my eyes are hurting when I view the monitor straight on. I have tested this Lcd on another computer and these lines do not appear. I am using a XFX Geforce 260 GTX and I am wondering if you think this is what could be CAUSING it. A list below shows what I have already done to try and fix the problem myself. Thanks!!

1) Reinstalled a differnet Graphics card driver.
2) Reseated the graphics card.
3) Lowered the screen resolution and changed the refresh rate.Nobody got any idea on this issue then? I will put it another way then, is it normal behaviour for a monitor to act this way? However, I am still UNCERTAIN if it is a fault with the Lcd or not. I have worked out that it is not the graphics card now - I hooked up my laptop up to the Lcd using the vga and saw that it was still displaying these wavy lines. you need to mess AROUND with the monitor's settings(via it's controls)- clock settings being the main one.

I took a LOOK in the Lcd setting, but I cannot find anything to do with clock setting. What would these setting be under? I have looked and better looked but I just cannot find anything that mentions clock. What does the OSD settings do?
