Solve : Windows 7 Usable RAM not reading the full amount?

I have Windows 7 Enterprise 64bit Edition SP1
I installed 2 more sticks of 4gb Kingston HyperX RAM 1333MHZ
I went into BIOS and changed RAM from Auto to 1333mhz
As you can SEE in the picture only 7.96 out of the 16gb of ram I have is usable and reading
Could SOMEONE please help or suggest a solution to how I can fix this

Possibly your motherboard only supports a max of 8GB RAM?
Try resetting CMOS and reseat your RAM and see what happens. Reboot. STILL only 7.96 GB usable? Check if there's a memory remap function in your BIOS, if there is, enable it. What is the make and model of your motherboard?And what happened when it was set to "Auto"?When it was set to auto it said the same thing. My motherboard is the Sabertooth 990fx which I know it supports 16gb of ram
I have no clue what the problem isRAM is being reported CORRECTLY by Windows...
If you use the X2 multiplier for Task Mangers readings it ADDS up.

Try another app such as CPU-Z and see how it's reported.
