The BEST I can explain: The dominant mode in TE is TE10. The CUT off frequency will be mc/2a, where m = 1 and a = 0.025 are GIVEN. On substituting, we get the frequency as 1 x 3 x 10^8/2 x 0.025 = 6 GHz.
