Answer» The DEVELOPMENT TEAM should it TRANSPARENT that they cannot make a forecast with insufficient information, and negotiate with Product Owner on refining the stories to a Ready STATE. In scrum, each and every iteration starts with a sprint planning meeting. During this meeting, the PO and the team discuss which stories a team will handle that sprint. The Product Owner needs to help clarify the selected Product Backlog Items. Scrum Master can also coach the Product Owner on how to accomplish this viz. by having regular Backlog Refinement sessions. Later, the team can also discuss in Retrospective.
