Formula Used 

Percentage = (actual/total) × 100

Calculation 

⇒ Let the Z be 100 

⇒ so, x = 100 - 20% of 100 = 80 

⇒ y = 100 - 28% of 100 = 72 

⇒ Percentage the number Y less than the X = [(80 - 72)/80] × 100 = 10%

∴ percentage is the number Y less than the number X is 10%
