Answer» According to the Project Management Institute "a programme is a GROUP of related projects managed in a coordinated manner to obtain benefits and control not available from managing them individually. Programmes MAY include elements of related work outside of the scope of the discrete projects in the programme... Some projects within a programme can DELIVER useful incremental benefits to the organisation before the programme itself has completed." Bearing this in MIND it can be seen that programme mananagement necessarily operates at a level above individual projects and is focused on coordinating and prioritising of resources across projects, managing links between the projects and MINIMISING the overall costs and risks of the programme.
