Answer» Because you have chosen to EXPORT your Itinerary in XML for moving it to a DIFFERENT ENVIRONMENT. Once you are importing it to the targeted environment, you have an option for "PUBLISH" / "Deploy". Because you have chosen to export your Itinerary in XML for moving it to a different environment.
