Inertia throws the passengers forward in a braking car. The car underneath our body is decelerating and wants to make anything that is in contact with it slow at the same rate. The floating balloon, however, isn’t touching the car. It’s only floating in the air, which is not moving at the same speed as the car. If it were, we would feel a breeze. So the car is still moving forward and the balloon stays floating in the air. The car simply moves forward leaving the balloon behind, and it gets trapped at the rear of the car.
