अधिकार और कर्त्तव्य एक ही सिक्के के दो पहलू होते हैं। ये दोनों साथ-साथ चलते हैं। अन्य शब्दों में कर्तव्यों के बिना अधिकारों का कोई अस्तित्व नहीं। अतः सारे देशों ने संविधान में अपने नागरिकों के अधिकारों के साथ-साथ उनके मौलिक कर्त्तव्य भी अंकित किये हैं। भारतीय संस्कृति में सदा ही अधिकारों के स्थान पर कर्तव्यों पर अधिक बल दिया गया है। मूल संविधान में नागरिकों के कर्तव्यों की व्यवस्था नहीं की गई थी। 1976 में संविधान के बयालीसवें संशोधन द्वारा नया अध्याय IV A में नागरिकों के दस कर्तव्य निर्धारित किये गए हैं। सन् 2002 में संविधान के 86वें संशोधन द्वारा एक नया कर्तव्य जोड़ा गया है।(a) भारतीय संविधान में नागरिकों के कर्त्तव्यों को कब और क्यों जोड़ा गया?(b) भारतीय नागरिकों के तीन कर्त्तव्य बताएं। |
