| Answer» TION:सभ्यता के विकास के साथ ही हमने भौतिक उन्नति, प्राकृतिक सम्पदा का दोहन, मशीनों, रसायनों, लवणों एवं खनिजों के भरपूर उपयोग को पूँजीवादी विकासात्मक तकनीकी के साथ प्राथमिकता प्रदान की। फलतः विकास और पर्यावरण के नाजुक सम्बन्ध बदतर होने लगे और उन्हीं विसंगतियों ने पर्यावरण प्रदूषण को नया अर्थ दिया। जिसके अन्तर्गत अब वनों की कटाई, भूमि और मिट्टी के अत्यधिक उपयोग से उत्पन्न बाढ़ और अकाल, प्रदूषित हवा, असुरक्षित जलापूर्ति से उत्पन्न बीमारियाँ, बालकों में बढ़ती हुई कुपोषणता तथा बढ़ती हुई जनसंख्या से प्राकृतिक संसाधनों पर पड़ने वाला भयंकर दबाव आदि विभिन्न समस्याएँ पर्यावरण प्रदूषण समस्या के साथ जुड़ गयी हैं।पर्यावरण संरक्षण के लिये प्रत्येक व्यक्ति को समाज, देश पृथ्वी और पर्यावरण के प्रति अपने कर्तव्यों को समझना पड़ेगा। यह मामला शाही फरमान से कम और लोगों के अरमान से अधिक जुड़ा है। मनुष्य का जीवन पेड़ों पर निर्भर है और पेड़ों का जीवन मनुष्य पर। इसलिये संरक्षण के प्रति नयी चिन्तनधारा को विकसित करने की जिम्मेदारी केवल मनुष्य के जिम्मे है, केवल और केवल मनुष्य के जिम्मे है।यदि हम अपने इतिहास में झांक कर देखें तो मालूम होता है कि पहले पर्यावरण की समस्या नहीं थी। थोड़ा भी असंतुलन होने पर प्रकृति स्वयं उसका निराकरण भी करती थी। मनुष्य स्वयं पर्यावरण के प्रति अत्यधिक सचेत रहता था। प्राकृतिक असंतुलन होने ही न पाये इसके लिये वह अपने पर्यावरण शान्ति हेतु ईश्वर से प्रार्थना करता रहता था। यथा “ऊँ द्यौ शान्तिऽन्तरिक्ष (ग्वं) शान्तिः पृथ्वी शान्ति रापः शान्ति रोषधयः शान्तिर्वनस्पतयः शान्तिः शान्तिरेधि’’- मनुष्य का यह शान्ति पाठ उसकी दूर दृष्टि चिन्तन का प्रतीक है। धीरे-धीरे मनुष्य ने विभिन्न क्षेत्रों में भौतिक उपलब्धियों एवं विकास के लिये प्रतिस्पर्धात्मक एवं असंयमित रूप से अन्धाधुंध दौड़ लगानी शुरू की। यह कार्य प्रकृति की जड़ में मट्ठा डालने की तरह सिद्ध हुआ। उन्नीसवीं-बीसवीं सदी आते-आते औद्योगिकीकरण एवं प्रगति की चकाचौंध के आगे पर्यावरण के प्रति सावधानी एवं जागरुकता कम होती गयी। एक दीर्घ अवधि तक इस विषय पर निश्चेष्टता बनी रही। इस महत्त्वपूर्ण एवं गम्भीर विषय पर विश्व का ध्यान पहली बार उस समय आकृष्ट कराया गया जब 5-10 जून 1972 को स्वीडन की राजधानी स्टाॅकहोम में प्रथम संयुक्त राष्ट्र पर्यावरण महासम्मेलन का आयोजन हुआ। राष्ट्रसंघ स्तरीय कार्यक्रम की विधिवत स्थापना के साथ प्रतिवर्ष जून को विश्व पर्यावरण दिवस मनाने का संकल्प लिया गया। तभी से यह विश्व के गम्भीर एवं ज्वलंत विषयों की चिन्तन शृंखला की मुख्यधारा से जुड़ गया।पर्यावरण एवं वनपर्यावरण के सम्बन्ध में वनों और पेड़ों का बहुत महत्त्व है। प्राचीनकाल से ही भारत में वृक्षों की अत्यधिक उपयोगिता को स्वीकार कर और मानवीय भावनाओं के वशीभूत होकर उन्हें ईश्वर का अवतार माना गया है। वृक्षों की पूजा करना यह कर्तव्य हमें उत्तराधिकार में मिला है। अपने घर के दरवाजे पर अपने आंगन में, अपने लाॅन, बुर्ज एवं टेरेस हर जगह हम हरियाली देखना पसन्द करते हैं। सहज ही हमने तुलसी के चौरे को अपने घरों के आंगन में स्थापित नहीं कर दिया है। सबके पीछे वैज्ञानिक सत्य है। मत्स्यपुराण में भी कहा गया है कि.......‘‘दश कूपसमावापी दशवापीसमो हृदः दश हृद समः पुत्रो दशपुत्र समो वृक्ष’’ (एक पुत्र दस तालाबों के बराबर होता है और एक वृक्ष दस पुत्रों के बराबर)। वास्तव में प्रकृति हमारी संरक्षक है, पोषक है। स्वस्थ विकास वहीं है जिसमें हम प्रकृति की मूल सम्पदा को बचाये रखते हुए भी उसके ब्याज से काम चलाते रहे हैं और उसे अपनी भावी पीढ़ियों के लिये संजोकर, बचाकर रखें। वनों के प्रति सजग न रहना और भावी पीढ़ियों की चिन्ता न करना उनके प्रति अनाचार है, अन्याय है और यह हिंसा भी है। और विलासितापूर्ण वस्तुओं के निर्माण में प्रयोग हो जाता है। दुर्लभ सामग्री का स्वामी होने का तथाकथित अहम विश्व के सदाबहारी वनों के त्वरित विनाश का कारण बन गया है। प्रायः यह आरोप लगाया जाता है कि इस विनाश में आदिवासियों का प्रमुख हाथ है। लेकिन यदि सच्चाई देखी जाय तो स्पष्ट होता है कि इसमें आदिवासियों का कम एवं सम्पन्न लोगों का अधिक योगदान है। लोगों को ही होगा, अन्यथा वे हमारी स्थिति ‘जल बिन | |
