These stages of river course are defined by gradient (slope of path), structure (rock construct, nearby mountains and plains). As river swipes from young to old stage this gradient decreases and reaches to the sea level also known as base level erosion. With the passage of time (many years) this gradient decreases due to exogenic forces (river water, wind, rain) and river is destined towards its quest for base level erosion. Perhaps river outlives its  time  and utility, and succumbs to a silent end for the want of gradient and water.

IN India East flowing rivers have long courses so they come across more rocks which they can transport and deposit in huge numbers to form deltas. West flowing rivers have SHORT courses so they are denied of this facility.  

East flowing rivers specially Himalayan  rivers have steep slopes so they erode and inundate much more in rocks to transport more silt. On top of it Himalayas being in young stage are still rising so there is an INCREASE in gradient which adds to the steepness and flow.

Added to it Himalayas were formed from the Thethys sea  have a sedimentary construct which is weak and provides large amounts silt for sedimentation. While the west flowing river come across igneous constructs (mountains in their way which are relict) which are hard and rugged not easily cut by running water. So there is paucity of sediments for the west flowing rivers to form deltas.

Eastern coast being submergent  (continental shelf extends up to 500 Kms) i.e. gentle slope that helps in depositional features. On the other hand Western coast being Emergent  and deep seas nearer to the coast easily nullify whatever small quantity of sediments brought by west flowing rivers.

Tides also have their say. Western coast more tides so more volatile environment, eastern coast more stable environment due to less tides so becomes haven for silt deposition.
