Functioning of the constituent assembly ÷ The first meeting of the constituent assembly took place on Dec 9 , 1946 . On Dec 13 , 1946 , Jawaharlal Nehru moved the historic ' Objectives Resolution ' in the Assembly . It laid down the fundamental and philosophy of the constitutional structure . It was unanimously adopted by the Assembly on Jan 2 , 1947 . Its modified version forms the preamble constitution .

Some of the measures that can HELP one prevent this are:
-Increased use of public transport wherever one can use it. This will result in the reduction of number of vehicles on road.
-CAR pooling. If we have a group of friends who are all going to the same place, it would be better to pool together and go in one car than each PERSON using their own PRIVATE transport.

With the advent of printing press a new reading public emerged. The books became cheaper as printing technology reduced the cost of production.

(v) Thus printed MATERIAL could be orally transmitted at gatherings and taverns. Reading public and hearing public thus got intermingled.

Non-democratic government prevailed both in Chile and Poland , but the political situations in both these countries were different. Chile was under the MILITARY rule of General Pinoche who illegally form the government which was led by  Salvador Aiende.After coming to power the military ruled arbitrarily.

On the other HAND, Poland was ruled by a Communist government where dictatoria regime prevailed.No other party was ALLOWED to form the government and elections were banned.
