2. Different persons can have different goals because everyone is not equal. What may be development for ONE may not be a development for the other. For eg. a girl from middle class FAMILY wants freedom and equal share of household of work by the all the members of the family. This is a developmental goal for her but not for a FARMER who considers high income as his developmental goal. Thus, the example proves that different people have different developmental goals.

3. Different persons look at the country in different ways. If we see the country from the eyes of a vegetable seller we might find that he considers less import and more income for him as a development of the people like him in that particular country. On the other HAND, a rickshaw puller would like to own his own rickshaw and consider that the development of people like him would increase average income and also help in development of country. So we can say that different persons could have different or conflicting notions of a country's development
