If we define acceleration as time rate ofchange in velocity then

for change in magnitude without change in direction:This change can be positive( speeding up) or negative ( speeding down). Up to this I have no objection to the statement.

But, change in direction or change in direction and magnitude both don't allow me to agree with the statement.

Rate of Change of velocity is known as acceleration. If a particle is speeding up or slow down or deceleration, then we can say that the particle is accelerating
