Torque on a body in circular motion is zero, if it is moving along the circular path with uniform speed, hence it will have a radial acceleration.

Resulting in a radial force, hence the Torque, which is the cross product of Radial vector and Force will be zero.

But if the speed of the body is varying, that means it also has an tangential acceleration in addition to the radial acceleration.

And in this case the net force is not in along the radius, hence Torque will have a non-zero value.
