Solve : Another installation in process?

I keep getting this error whenever i wanna install something " Another installation is in process, finish that installation first". But even if i restart or whatever it wont fix, how do i get rid of this ? :!What SORT of installer do your programs require?
InstallWise? Microsoft Installer?

Press ALT+CTRL+DEL > "TASK Manager" check for any other "hidden" programs running the installer application.

Check your statup applications for things you dont recognize, or anything that you never see actually running. (Start> Programs> "Startup" ) Microsoft Installer, but i have no idea what files should be running and what should be, maybe i should just take a screenshot of my taskbar and show U ? Try This

The download link is about 1/2 way down the page...DLoad and run it.Problem is i cant Install it, " Another installation in process :O"Try opening Task Manager by hitting CTRL+ALT+Delete...look to see what installer program is running. This could be anything from an aborted program install to a failed Windows update.
If you are able to determine what it is un check it and see if this helps...
If not re-boot into safemode and run the installer fix i listed.
Then re-boot and you should be good to go...Well when i ENTER safemode i cant even open the installer says i dont have permission Talk to whoever is the Admin on this machine...
