If you really WANT to fix this problem, then just swap sound cards, and see if that works :-/

FlameJust take the sound card out, move the speakers, and let's remove one variable at a time. I hope you can get talk radio on there while working. Oh, I just thought of something... Is this computer on a metal shelf?

It's probably coming in on the MAINS. You don't NEED a UPS, but a mains filter would probably help, particularly one with EMF (EMI in America?) filtering.

I've also read that a slightly CHEAPER solution is to get a ferrite ring (from Tandy/Radioshack/Maplin) and wrap the audio cable ROUND it a few times. I'm not into electronics so can't exactly explain why this works, but it would be cheaper than a surge protector, so you could try it first.If it has always done this then I suggest to you two things. (1) Contact the manufacturer (2) Buy a new card and see if that works.
