Solve : Computer Won't boot up and kept on restarting onme?

Hi, i have a 650 mhz system and one day it just wouldn't send signal to the monitor anyway. I had tried another monitor something happen but i try both of the monitor in a different COMPUTER and it works so i know the monitor is working. I'm a A+ certfied myself and i tried to troubleshoot the problem and i removed the battery for the CMOS and let it reset everything and the monitor get the signal again. So i tried to boot the system but then i found out it suddenly restarted on me. I replaced the VIDEO card, Harddrive, memory and remove all the floppy and cd rom drive. But it still restarted on me. I also formatted the whole drive and try to reinstall Window XP Professional. But in the middle of the PROCESS it restarted again and i couldn't get to reinstall window. Right Now everything i try to boot the computer it's either it restarted again or it went to the blue screen and say Something like if this is your first time seeing this error message please restart window again or if this problem continue try to see is there a faulty in memory, Video card and etc. But i had check all those i don't think there is any problem to it. Everything it show the LOADING Window XP screen then it either restarted or go to the blue screen. So please can someone help me with this problem.More info on ram...and motherboard....check the  serial port??I think Motherboard is some PC chips and memory is some generic 256 mb pc133 Ram. I don't think anything wrong with serial port.
