On the page that you provided a link for, the word "denied" does not appear. The original poster said that was his problem.
He also said that Control Panel icon does not appear. The page you directed him to, under 'Symptoms", the first seven words are, "When you try to open Control Panel,.." , which clearly implies that Control Panel is already there - unlike what the original poster described.
