Now I want to create a flash file that is like the one on this page:

How would I GO about doing that?

Your link doesn't work.Specifically, you need Macromedia Flash (not Flash Player, but Flash).. Its a rather EXPENSIVE program ($699)
You can get it here:
http://www.adobe.com/products/flash/
It is an advanced program, and may require a lot (and I mean a lot) of work to start getting how it works.
There may be other (free) programs out there that may create basic flash animations, but that depends.
