Solve : Dead Computer??

hello, for some reason my computer has decided not to "turn on" anymore. WHENEVER i press the power button to go on, the red light (standby?) goes on, and the monitor goes into power saving mode. IVE tried brand new video cards, hard drives and memory cards but NOTHING has fixed my computer! the power supply is fine and the other applications go on, but the green light on the tower does not. if anyone can help me out it would be greatly appreciated!Have you tested your Power Supply Unit on another computer?

I just saw this on a new Compaq.  Go to WINDOWS, Control Panel, Power Options.  There's a pull-down menu to define the power button.
go into the bios...as you may have by adding/changing  hardware upset it...and chose the option setup/ load defaults...what make of pc is this..or is it self build....
