Solve : Delete Steam??

Okay, my brother is addicted. He got Team Fortress 2 a couple years back, and was introduced to Steam. He's now stolen a grand total of $534 from my parents to get levels. He's chatting with these people who are edging him on and convincing him to do it. If he doesn't, they call him a loser/fat/stupid/retard/etc. He has a LOW self esteem anyways, so it doesn't take much for him to give in. We got him off of it for a while, but I just got back from camp to discover that he installed Steam to my laptop. I don't know if my parents told him he could, but I doubt it. Steam is ruining his life, but he's blinded by that fact by his addiction. So I'm wondering if there's a way to delete it and then get parental controls on and block the website you download it from? Also, if anyone could help me decide whether I should tell my parents about him downloading it while I was at camp or not? Thanks!  Since nobody else has RESPONDED, I've got to ask the obvious.  If it is your laptop, why are you even asking if it is OK to delete Steam?  And yes there are SEVERAL ways to password PROTECT your computer.  Click on help and passwords and take your pick.CHOCD, you should tell your parents about it, 'cuz ift's their money he's spending and they shouldn't give him what he wants all the TIME.

And what version of window are you using (XP or vista or something else?)
