Might be easier to replace the motherboard, if you can find one compatible with the CPU & RAM.You can also try unplugging the machine and removing the CMOS battery for 10 minutes... This won't fix a bad flash but perhaps the BIOS defaults are still there.

Probably not, since it won't POST. It would have to BOOT a floppy disk or CD.
