This is not new. Maybe new to you.
Over the years Microsoft has hidden little cute THINGS that were not documented. You had to press some keys at the right moment and see the 'Easter Egg' hiddeen in the software.

Thinking this "Bear" is in relation to a hoax virus e-mail about 14 years ago which instructed people to remove a system file jdbgmgr.exe with a bear icon if found because it was a virus and some people not knowing any better deleted an important system file for Windows.

I never really cared back then why Microsoft went with the Bear Icon, but I suppose it all makes sense now reading the wiki you linked.Not quite sure why this even qualifies as "news"....

Thankfully, jdbgmgr.exe is really only needed if somebody is going to be debugging Java running in the Microsoft Java runtime, so the effect on such a hoax was limited.
