The LINK has much more detail. Look for 'Buyer Protection.' If you have a eBay account, you may have the new letter in your message box.I have an eBay account but had not seen that message. I just signed on to my account and it was there; it was sent to my account on May 2, 2012. Apparently, they implemented this policy to better PROTECT consumers.
