EyeD3 is one command line tool for windows.
I think you can also get the cover art using something like ffmpeg.
Most programs like id3Tag have some way of exporting cover art as well. For some reason it's necessary to define new actions to export cover art though.VLC gets the art from the web, doesn't it? Or is it embedded in mp3 files?
It does read cover information from an MP3 and show it if PRESENT, though it's possible that it might also reads from the web.
(I added a cover to a mp3 file for which there would be no artist/album saverd on any online service and VLC shows it from the id3 tag)BC, I will try that.
Salmon, That would explain why VLC sometimes has a prior image.
