You question is very broad. I used to live ABROAD for many years and was able to get some English TV from the USA with a local WIRELESS service. And that was in one of the most backward COUNTRIES.
So, it should be very easy by now to get world wide TV anywhere.
There are two ways to do it.

1. Using a satellite dish with additional equipment.
2. Using the internet if you have a good high-speed connection.

As you may know, some legal restrictions may apply. Here at CH we do not RECOMMEND things we know to be unlawful. So it can help you you are more specific.

Use the countries drop down list on the on the left panel.Here is what you can do:
1. Get a International plan on on your Cable or Satellite TV
2. Check http://www.google.com/search?hl=en&client=chope&rls=en&hs=e51&q=free+online+tv&aq=f&oq=&aqi=g10 for a good watcher.
