On a Mac you need to hold down the option key and turn it on while continuing to hold it down, this will get you into the boot device selection screen - It won't AUTOMATICALLY try to boot a DVD just because it is in the drive like PCs often do.How would I test the battery? I've assumed its working as I holds charge and runs without neededing to be plugged in .I don't have the recovery disk that's why I was trying a USB boot if I hold option I can bring up the curser as if I was selecting a boot source but nothing shows up and the laptop does not have an external display port I've also tried booting from a Ubuntu DVD and holding C to boot from DVD that does not work i have managed to get get a grey flashing folder on screen to say no folders or os(i had formatted the HDD to the wrong fromat, ive now used gparted to format it as HFS+). some progress

there is no way i can tell you the model it has no serial or model so Ive looked at the bottom its from 2009. its all white if that helps how can i find what model it is ?Maybe it is this one.

First thing to do is check the battery. Likely the battery is dead and the system may not run good without the battery.

I never personally replaced a Hard Drive in a Mac Book

So, if that is true, you can not boot it from a USB, You must have the DVD.

You get a white screen after replacing the hard drive? As in, no Apple LOGO or any sort of message at all when you turn it on? If so I'd check on the cable connecting the screen to the logic board in case you have knocked this loose when changing the hard drive. What about using an external monitor? What are you doing to get it to boot the DVD?
