Solve : My Cookies?

If I may ask a little help from the FRIENDS here.
A couple sites I frequint will no longer load up even when I login to those sites, I was told it may be possable that my COOKIES got turn off somehow, which I have no clue as to turning then on or off, how do I MAKE sure they are on ?.
I have no experience with this at all.
